Information
The Jefferson
County Sheriff's Office releases the following information
pursuant to RCW 4.24.550 and the Washington State Supreme
Court decision in State v. Ward, which authorizes law enforcement
to inform the public of a sex/kidnapping offender's release
into the community when, in the discretion of the agency,
the release of information will enhance public safety and
protection.
The individuals
who appear on this site have been convicted of a sex offense
that requires registration with the Jefferson County Sheriff's
Office. Further, their previous criminal history has indicated
a classification level that reflects the potential to re-offend.
These
offenders have served the sentence imposed by the courts.
THESE OFFENDERS ARE NOT WANTED BY LAW ENFORCEMENT AT THIS
TIME. This notice is not intended to arouse fear. Rather,
it is our belief that an informed public is a safer public.
The Jefferson
County Sheriff's Office has no legal authority to direct where
a sex offender may or may not live. Unless court ordered restrictions
exist, these offenders are constitutionally free to live wherever
they choose.
Sex offenders
have always lived in our communities, but it was not until
passage of the Community Protection Act of 1990 that law enforcement
knew where they were actually residing. In many cases, law
enforcement is able to share this information with you. As
of February 1999, there were 12,056 registered sex/kidnapping
offenders in Washington State. Of those, 49 were registered
to Jefferson County addresses. Sex offenders are classified
as Level 1, Level 2, and Level 3, with Level 3 having the
most likelihood to re-offend.
Citizen
abuse of this information by threats, harassment, or intimidation
of these offenders will not be tolerated. The Jefferson County
Sheriff's Office is also available to help you set-up "block
watches" or provide other useful information on personal
safety.
Sex
Offender Classification Levels
Most individuals
are classified as a Level 1 or Level 2 offender
- Level
1: Offenders have a low likelihood of re-offending
and many are first time offenders.
- Level
2: Offenders have a moderate likelihood of re-offending.
- Level
3: A small percentage of offenders are classified
as Level 3 and have a high likelihood to re-offend. They
may be predatory in nature and pose a potential threat to
our communities.

The State
of Washington has strict laws governing what information can
be released regarding registered sex offenders. In accordance
with these laws, the Jefferson County Sheriffs Office provides
the following information for all Level 3
offenders only:

- Physical

for which they are registered
- Approximate
