SEX OFFENDER INFORMATION BULLETIN
LEVEL 2 OFFENDER NOTIFICATION

The Jefferson County Sheriff’s Office releases the following information pursuant to RCW 4.24.550 and the Washington State Supreme Court decision in State v. Ward, which authorizes law enforcement to inform the public of a sex/kidnapping offender’s release into the community when, in the discretion of the agency, the release of information will enhance public safety and protection.

The individual who appears on this notification has been convicted of a sex offense that requires registration with the Jefferson County Sheriff’s Office. Further, the offender’s previous criminal history indicates a classification level that reflects the potential to re-offend.

This offender has served the sentence imposed by the courts.

THIS OFFENDER IS NOT WANTED BY LAW ENFORCEMENT AT THIS TIME.

This notice is not intended to arouse fear. Rather, it is our belief that an informed public is a safe public. The Jefferson County Sheriff's Office distributes level 2 sex offender notification bulletins to residents within the geographic area occupied by the offender. However, since Charles Lamar is presently transient this notification is being made available to the public at large.

The Jefferson County Sheriff’s Office has no legal authority to direct where a sex offender may or may not live. Unless court ordered restrictions exist, this offender is constitutionally free to live wherever she chooses.

Sex offenders have always lived in our communities, but it was not until passage of the Community Protection Act of 1990 that law enforcement knew where they were actually residing. In many cases, law enforcement is able to share this information with you. As of October 1, 2003, there were 17,950 registered sex/kidnapping offenders in Washington State. Of those, 67 were registered to Jefferson County addresses. Citizen abuse of this information by threats, harassment, or intimidation of this offender will not be tolerated. The Jefferson County Sheriff’s Office is also available to help you set-up “block watches” or provide other useful information on personal safety.

In 2002 Charles Lamar pled guilty to Attempted Child Molestation, 2nd Degree, in Jefferson County, Washington. In that incident Lamar had sexual intercourse numerous times with his girlfriend's 13-year-old daughter. There is no verification that Lamar has participated in sex offender treatment and he has been classified as a level 2 sex offender with a moderate risk to re-offend.

Lamar has registered as a sex offender as required by law. Lamar is currently homeless in Jefferson County, Washington.
