SEX OFFENDER INFORMATION

3 NOTIFICATION
The Jefferson County Sheriff’s Office
releases the following information pursuant to RCW 4.24.550 and the Washington
State Supreme Court decision in State v. Ward, which authorizes
law enforcement to inform the public of a sex/kidnapping offender’s release
into the community when, in the discretion of the agency, the release of
information will enhance public safety and protection.
The individual who appears on this
notification has been convicted of a sex offense that requires registration
with the Jefferson County Sheriff’s Office. Further, the offender’s previous
criminal history indicates a classification level that reflects the potential to
re-offend.
This offender has served the sentence
imposed by the courts. THIS OFFENDER IS NOT WANTED
BY LAW ENFORCEMENT AT THIS TIME. This notice is not intended to arouse fear. Rather,
it is our belief that an informed public is a safe public.
The Jefferson County Sheriff’s Office
has no legal authority to direct where a sex offender may or may not live. Unless
court ordered restrictions exist, this offender is constitutionally free
to live wherever he chooses.
Sex
offenders have always lived in our communities, but it was not until
passage of the Community
Protection Act of 1990 that law enforcement knew where they were actually
residing. In many cases, law enforcement is able to share this information
with you. As of March 3, 2003, there were 17,529 registered sex/kidnapping
offenders in Washington State. Of those, 65 were registered to Jefferson
County addresses. Citizen abuse of this information by threats, harassment,
or intimidation of this offender will not be tolerated. The Jefferson
County Sheriff’s Office is also available to help you set-up “block watches”
or provide other useful information on personal safety.

In
1991 Erik Mart was convicted of Sexual Battery in Los Angeles, California
for sexually assaulting
an adult female roommate as she slept. In 1997 Mart was convicted of Attempt
to Commit 3rd Degree Sexual Assault in Denver, Colorado. In that instance
Mart was employed as an apartment manager and entered the apartment of
an adult female tenant as she slept. In both instances Mart was not
romantically involved with the victims. On 08-30-02 Mart was convicted
of Failure To
Register as a Sex Offender in Jefferson County, Washington for not registering
with the Jefferson County Sheriff's Office upon his arrival to Jefferson
County. Mart has not completed sex offender treatment and has been classified
as a Level 3 Sex Offender with a high risk to re-offend. Mart is currently
registered as a sex offender as required by law.
