Charles
E. Mandigo, the Special Agent In Charge (SAC) of the
Seattle Office of the Federal Bureau of Investigation (FBI) and
Sheriff Michael Brasfield of the Jefferson County
Sheriff’s Office are announcing the arrest of a Jefferson
County man on child pornography related charges.
Michael
Raymond Proctor, a 39 year old Port Hadlock man was arrested at
his home on February 27, 2003. He is being charged with Possession
of Visual Depictions of Minors Engaged in Sexually Explicit Conduct.
Proctor was indicted by a Federal Grand Jury on February 26th
and charged with one count of the above named charge. His Initial
Appearance is scheduled for 4:30 PM today in Federal Court, Tacoma,
Washington.
In
a related investigation, the Jefferson County Sheriff’s
Office provided material assistance to the FBI and the Kitsap
County Sheriff’s Office in the investigation and charging
of Rick Arthur Roberts, a 36 year old Kingston resident. Roberts
was indicted and arrested on the same charge as Proctor.
It
should be noted that an indictment is an allegation and doesn’t
mean that the charged individuals are guilty. Everyone is presumed
innocent until proven guilty in court. If found guilty, Proctor
and Roberts face a penalty of up to five years in jail.
